At present, Zhejiang Province has the largest number of pumped storage projects in China. There are 5 pumped storage power stations in operation, 7 projects under construction, and more than 20 projects in the planning, site selection and construction stage.

In the 1980s, with the rapid economic development of the Yangtze River Delta region, the demand for electricity increased sharply. In this context, East China Power Grid decided to build a large capacity pumped storage power station. Experts have searched for 50 sites of pumped storage power stations in Zhejiang, Jiangsu and Anhui. After repeated analysis, demonstration and comparison, the site is located in Tianhuangping, Anji, Huzhou to build the first pumped storage power station in East China.
In 1986, the generating units of Tianhuangping Pumped Storage Power Station were prepared by East China Survey and Design Institute and the Feasibility Study Report of Zhejiang Tianhuangping Pumped Storage Power Station was completed. In 1992, the Tianhuangping Pumped Storage Power Station project was started, and construction was officially started in March 1994. In December 2000, all six units were put into operation for power generation, with a total installed capacity of 1.8 million kilowatts. The entire construction period lasted eight years. Jiang Feng, Deputy General Manager of East China Tianhuangping Pumped Storage Co., Ltd., has worked in Tianhuangping Pumped Storage Power Station for 27 years since 1995. The energy efficiency conversion rate of Tianhuangping Pumped Storage Power Station is as high as about 80% due to geographical conditions and other reasons. However, the overall conversion rate of large-scale pumped storage power stations is about 75%, which is equivalent to 4 kilowatt hours for 3 kilowatt hours. Tianhuangping Pumped Storage Power Station is a typical case of regional cooperation in the Yangtze River Delta. Because of the large investment in the construction of the power station, Shanghai, Jiangsu Province, Zhejiang Province and Anhui Province signed the Agreement on Raising Funds for the Construction of Tianhuangping Pumped Storage Power Station to jointly invest in the construction. After the power station is completed and put into operation, cross provincial cooperation has been implemented all the time.
