In recent years, the cleaning and rectification of small hydropower is very strict, but whether it is the environmental protection inspector of the Yangtze River Economic Belt or the cleaning and rectification of small hydropower, the working methods are still slightly simple and rough, and the treatment of the small hydropower industry is still not objective and fair enough. If the small hydropower industry can be treated more fairly and fairly, it will be more in line with the requirements of the “scientific concept of development” and “green waters and green mountains are golden mountains and silver mountains”.
Children growing up in mountainous areas know that without small hydropower stations, many of our mountain counties will not have such rapid development speed, and poverty alleviation will be more difficult. Without small hydropower construction, the vast mountain radio, television, telephone and agricultural machinery processing will not be realized. The development of modern civilization will be very difficult in mountainous areas, and children in mountainous areas can only learn cultural knowledge before the fire. These were once known as “emissaries of light”. How did China’s generations of small hydropower people become the destroyers of the ecological environment in today’s highly developed modern civilization? This is disrespect for the older generation of small hydropower people.
Let’s not just say that the power grid is the emissary of light. We must remember the history. Most of the power transmission networks and power supply networks in mountainous counties were forcibly transferred from the water conservancy department to the power department for free when the former Minister of Water Resources Wang was appointed as the deputy general manager of the State Power Corporation. At this time, the small hydropower industry has built a complete power generation, transmission, supply and consumption system at the local and county levels.
It is undeniable that in the process of construction and operation of small hydropower stations, due to backward ideas (before the 1990s) and cost savings (after the 1990s), the local ecological environment has been affected and even damaged. However, in the current idiom, it should be a case, and must be seriously dealt with and resolutely rectified.
However, it is the national requirement to act in accordance with the regulations, and the treatment of the faults of small hydropower stations should also be carried out scientifically according to the relevant regulations. Without scientific argumentation and hearing, it is not advisable to blast the dam, forcibly shut down and dismantle the equipment on the basis of a single document, which reflects the arrogance of some departments in exercising their rights. Green water and green mountains cannot live without water. A city without water has no aura. Some media use children drowning to prove the disaster of dam construction. Without a dam, there would be no drowning in the river? Isn’t the urban landscape built along the river in all counties wrong.
The impact of small hydropower stations on the environment and the process of breaking the environment should be divided into two stages. Before the 1990s, the construction was basically in accordance with the law and regulations, and there were few disorderly construction and violations of regulations. Even if there were conflicts with the current regulations, according to the principle of non-retroactive law, the power station itself was not wrong, and the existing problems could be solved through negotiation. Most of the small hydropower stations built in disorder and in violation of regulations were built in this century, and the current norms were implemented. In 2003, the Ministry of Water Resources issued a document to clean up the “four no” hydropower stations, and in 2006, it issued a document to stop the disorderly development. Why is there still a problem of the construction of disorderly small hydropower stations, and whose problem is it? Is there a lack of compliance with the law or lax enforcement of the law. All departments should not conduct their own policies, and their work mistakes should not be borne by enterprises or industries.
The status of China’s small hydropower industry in the international community is the result of the joint efforts of several generations of small hydropower people. We call for a fair and just view of the small hydropower industry. It is impossible to be “one-size-fits-all” and comprehensively denied because of local problems, and it should not be roughly dismantled.
